Incentives and Tax Abatement
The City of Hazelwood has used a number of incentive programs to attract and retain business and industry. Please email Discover Hazelwood for further information.
Local Option Loan Fund
- Available for businesses located within Hazelwood
- Designed for gap financing
- Loan amounts are limited by the fund budgeted each fiscal year, July 1 through June 30
- Loans are first come, first served
Foreign Trade Zone (FTZ)
- Allows goods to remain outside U.S. Customs while awaiting distribution or final assembly
- Designated by U.S. Department of Commerce
- Hazelwood's zones are part of the county's airport FTZ
- Other benefits can include inverted duties, deferment of payment of duties and exporting benefits
- The zone includes all of Hazelwood and St. Louis County
Enhanced Enterprise Zone
- Allows property tax abatement on new construction and improvement
- Only available for certain industries
- Sections of Hazelwood, south of I-270 are within the zone
- State of Missouri Program administered locally by St. Louis County
Tax Increment Financing (TIF)
- Allows the TIF district to capture property taxes on new development
- Bonds may be issued to finance development
- The district can also capture some sales taxes
- Generally used for large-scale developments
- Part of Hazelwood Logistics Center and Park 370/St. Louis Outlet Mall are TIF districts
- Used for the redevelopment of blighted areas
Transportation Development District (TDD)
- Allows for a special sales tax to be levied
- Can be either community-wide or a specific area
- Hazelwood Logistics Center, Park 370/St. Louis Outlet Mall and Elm Grove are TDD districts
- Used to fund transportation improvements such as streets, sidewalks, parking lots, driveways, etc.
Chapter 100
- Bonds can be issued for buildings or machinery and equipment
- Bonds can be tax-free
- The company may buy the bonds or place for sale
- Materials used in construction may be exempt from state and local sales tax
- Property financed is owned by a local government entity and leased to the company
- Property financed may be exempt or partially exempt from property taxes
Chapter 353
- Allows real estate taxes to be abated on buildings
- Aviator Business Park and portions of Hazelwood Logistics Center are Chapter 353 developments
- Generally available for a long term (around 20 years)
- The land is taxed at an unimproved rate
- May require a payment in lieu of taxes (PILOT)
- Requires a finding of blight for a project
